For years, experts in European institutions have argued that crises often serve as catalysts for the evolution of European policies and institutions. The Covid-19 pandemic posed unprecedented challenges to the European union (Eu), restricting free movement and physical interactions, while revealing the importance of digital tools and infrastructures.. In response, the Eu adopted innovative strategies leveraging resources, governance mechanisms, and technology to address the crisis and enable long-term transformation. This article examines how the Eu’s crisis response went beyond temporary measures to establish the foundations for a digital transition in public administration and public value creation. It explores how the development and governance of Digital Public Infrastructure (Dpi) can foster a transnational digital ecosystem that supports the public good, while addressing the challenges of interoperability and digital identity within the European framework.
