The paper traces the evolution of strategic planning for human resources within public administrations, highlighting the persistent challenges associated with implementing effective personnel planning mechanisms. Central to the analysis is the Integrated Activity and Organization Plan (Piao), an innovative tool introduced as part of Italy’s National Recovery and Resilience Plan (Nrrp). The study further investigates the introduction of the “public value” concept within the framework of the Piao, positioning it as a transformative element in public management. This concept is analyzed as a multidimensional instrument for impact assessment and a vehicle for promoting sustainable governance. By emphasizing not only traditional metrics of efficiency and effectiveness but also broader values such as equity, social welfare and environmental sustainability, the Piao embodies a significant reorientation of administrative priorities.
