Innovazione, digitalizzazione e intelligenza artificiale: l’uso delle nuove tecnologie a supporto della Pa con un focus sulla Pac

The modus operandi of the public administration is changing considerably, and it is likely that in a few years’ time the architecture of administrative service delivery will have a predominantly digital footprint, marked also by the use of technologies such as artificial intelligence (Ai). A digital transformation in progress that must naturally combine the protection of rights with technical advantages, creating a true symbiosis between law and information technology. Starting from these premises, the aim of this paper is to analyse the potential of the digitalisation of public administration and, in particular, how the use of Ai systems and algorithms can be functional in the sphere of administrative decision-making, work organisation and, more generally, administrative action, focusing specifically on the application of Ai techniques in the sphere of controls aimed at the disbursement of Common Agricultural Policy funding. By highlighting a number of informative and analytical elements, of a scientific, technical and legal nature, connected to the adoption of Ai systems, the aim is to offer a further opportunity to learn about the potential, strengths and criticalities of the impact of artificial intelligence in the sphere of administrative activities and, more generally, of action in the public sphere.
