The Covid-19 pandemic has had a profound impact on work and organization around the world, forcing thousands of workers into a new dimension of insecurity and of explosion of roles and responsibilities. Public administrations in Italy have dealt with this situation first, in early 2020, giving an extraordinary example of flexibility and resilience, introducing a massive initiative of smart working of over 90% of public workers.

This article offers insights into the Covid-19 Pandemic by comparing the experiences of Norway and the UK. The Norwegian case study has distinctive characteristics. It offers evidence of an agile government at work and evidence of a successful clinical experience with the Norwegian management leading the Covid pandemic.
