The Nrpp and the stalemate of candidate institutions: The case of the Compagnia di San Paolo Foundation’s Next Generation We Project

The National Recovery and Resilience Plan (Nrrp), approved in 2021 to allocate Eu funds through the Next Generation Eu program, has encountered significant implementation challenges. These difficulties stem from the need for advanced administrative and organizational expertise, as well as the requirement to meet strict deadlines, the failure of which would result in the loss of allocated resources. Philanthropic foundations have supported the entities involved to overcome these challenges, but significant delays in the publication of calls for proposals have stalled the progress of many projects, leaving entire categories of participants in a state of deadlock. An analysis conducted on 40% of projects awaiting calls, using data from the Nrrp support project “Next Generation We” by the Compagnia di San Paolo Foundation, examined the role of skills developed by participating entities. The findings indicate that the delays are not linked to deficiencies in the technical and managerial expertise of the entities but appear to stem from issues related to the management and publication of the calls themselves. This highlights the need to investigate upstream causes to unlock the plan’s implementation.
