Cybersecurity: the necessary strengthening of local government IT skills. A focus on the support services provided by in-house security firms, through case studies
This study aims to investigate the choice by local authorities of the in-house providing institute for the performance of the cybersecurity service, through an examination of national legislation, case law and the study of some cases of institutions that have opted for this choice. In particular, the objective of this paper is to investigate the reasons why local administrations entrust cyber activities to their in-house companies as opposed to free market ones. Can in-house companies constitute a concrete solution for local authorities concerning cybersecurity? Can in-house companies guarantee the application of Cloud-first principle?
