The public administration after emergency remote working. Perspectives on the philosophy of innovation

The Covid-19 pandemic has had a profound impact on work and organization around the world, forcing thousands of workers into a new dimension of insecurity and of explosion of roles and responsibilities. Public administrations in Italy have dealt with this situation first, in early 2020, giving an extraordinary example of flexibility and resilience, introducing a massive initiative of smart working of over 90% of public workers.

The Covid-19 pandemic has had a profound impact on work and organization around the world, forcing thousands of workers into a new dimension of insecurity and of explosion of roles and responsibilities. Public administrations in Italy have dealt with this situation first, in early 2020, giving an extraordinary example of flexibility and resilience, introducing a massive initiative of smart working of over 90% of public workers. This dramatic and powerful change, due to his speed and influenced by the social and psychological pandemic pressure, lead to a shift in perceptions and decisions of many workers about their own liberty and their new role within organizations. New motivations must be found to go on with the same jobs as we were in pre-pandemic time. In this complex social and economic environment, smart working could be the killer application to enhance innovation and give new perspective to workers. In this paper we chose to use philosophy to strengthen some key ideas to sustain smart working as a new driver for digital transformation and innovation in organization and legislations in Italy
